A Catalyst grant entitled: "Crossing the ‘Realities Divide’: Preservice Teachers as ‘Change Agents’ For the Field of Deaf Education" was submitted for consideration on 3/6/200. The complete grant can be found on the ACE-D/HH Web site. a summary of the proposed grant is as follows:
Problem:
The major problem of deafness is
not too little hearing, but too much interpersonal and informational
isolation. The major problem of
teacher preparation is not too little innovation, but too much of a "gap"
or
difference in the day-to-day instructional
realities of college professors and their K-12 colleagues.
Solution:
Bridge the "realities divide" through
the use of collaborative, technologically intensive, preservice teacher
centered course activities. Use
the resulting activities to first document, then understand and then address
the
instructional needs and learning
opportunities of the K-12 setting.
Outcomes:
The nation’s 72 Deaf Education Teacher
Preparation Programs, in collaboration with all of the major Deaf
Education organizations, have agreed:
1) to establish local, regional and national networks of college
professors, their preservice teachers,
the existing teachers who provide field placements, the parents of
deaf/hard-of-hearing (d/hh) students
and d/Deaf adults; 2) to use those networks to support and recognize
"technology proficient" preservice
teachers and their faculty as they bridge the college-K-12 "realities gap"
and as they produce new learning
resources that serve to enhance instruction and improve learning; and 3)
to
use the resulting collaborative
network to restructure Deaf Education Teacher Preparation through the
incorporation of technology proficiency
standards and through the establishment of a sustainable network of
colleagues that will enable all
d/hh students to meet high academic standards.
An announcement concerning the award of the grant is due to be made on 6/1/2000. Individuals who want to be involved with the grant should:

b. look at and/or print the grant "Abstract";
c. look at and/or print the "Organizational Chart" - find your state and the
"Regional Director" you are to work with;
d. look at and/or print out the "Menu of Choices" - see which menu items
you "might" incorporate into your classes/program.....IF the grant is funded
(Note: for each item you select, you will receive $$$);
e. look at and print out the "Faculty Commitment Form" - NOTE: this is
only a "staw vote" - you will NOT be held to it - you WILL be asked to do an
"official" form IF we get the grant;
f. conact the "Regional Director" responsible for your state - they will
explain the grant to you and help you to decide which "Menu Choices" to
use;
g. complete and FAX a completed "Faculty Commitment Form" for
EACH full and/or part time faculty member of your Deaf Ed. Teacher Prep.
Pro. who wants to be involved IF we get the grant - NOTE: this needs to be
done by Wed of next week (i.e., 4/12/2000) - your "Regional Director" will
then FAX all of their region's commitments to me (i.e, by H morning, 4/13),
so that I can note such in the "Interium Report" for our current
grant.........Note: the same folks who will read the Interium Report will also
be reviewing our Catalyst grant proposal, SO the more "commitments" we
have now, the better it looks for us and the greater our chances in getting the
next grant.
As always, timing is everything, SO....please act now and be "done with it"

Harold Johnson and Karen Dilka, following attending a required Capacity Building grants meeting in Chicago, have drafted a "concept paper" for the next phase of our work, i.e., implementing and building upon what we have/are developing within this current grant effort. You are encouraged to read and give Harold and Karen your response/comments to this initial effort of thinking our "next step" in this process.

During the course of the last few weeks, Karen Dilka, Laurence Hayes and I collaborated on the design, writing and submission of a low-incidence, personnel prep grant entitled: "A Cross Disciplinary, Multi-State, Technologically Facilitated Personnel Preparation Program for Teachers & Educational Interpreters Who Provide Educational Support for Deaf/Hard-of-Hearing Students" (Preparation of SPED...to Serve Infants, Toddlers & Children w/Low-Incidence Disabilities - CFDA 84.325A). The abstract for the resulting proposal reads as follows:
The preparation of teachers of the deaf and educational interpreters constitutes two of the most specialized and therefore expensive preparation areas in education. Additionally, even if sufficient funds are available, the ongoing shortage of Deaf Education and Educational Interpreting faculty make if extremely difficult for colleges and universities to offer in-depth, cross disciplinary preparation programs. This grant addresses the dual problems of program cost and faculty availability by providing a cross disciplinary (Deaf Ed. & Ed. Interpreting), multi-state (Ohio & Kentucky) personnel preparation program that utilizes recent technologically developments (e.g., Web. VTell, videophone, etc.) to enhance the depth and breadth of professional development, while simultaneously increasing the array of course work and educational support for the related professionals that work with d/hh students (e.g., Speech Pathologist, Audiologist, School Psychologist, K-12 General Educators & High Incidence Special Education Educators). The design of the grant is such that it will also serve to provide: a) informational support and recognition to parents and teachers of d/hh students; b) additional, Web based, educational opportunities for d/hh students; c) education and employment opportunities for Deaf individuals; and d) a regional, technologically facilitated model for the professional preparation of special education personnel. By the completion of the Project,126 professionals will have been prepared to provide educational support to d/hh students. Those students will range from infants to 12th graders and they will be in located educational programs not only in Ohio and Kentucky, but throughout the nation. The Project has been specifically designed to both recruit and employ d/hh individuals.In developing this proposal, Karen, Laurence and I explored and I believe identified a number of strategies and/or components that might serve at lease as a "starting point" for our (meaning ACE-D/HH) collaborative development of an "Implementation Plan" for all the work we are doing this semester. I will share more information re. those points during the next week or so. I would also encourage others to share their "implementation" ideas with me (i.e., either directly or via the listserv) so that the resulting design reflects/represents as many ideas as possible.

No additional information to report at this time. The grant writing is going "fast-and-furious", once completed pertinent aspects of the proposed model will placed on the Web site for our consideration and discussion.

The Deaf Education Teacher Preparation & Educational Interpreter Programs at Kent State University and Eastern Kentucky University are using the current RFP for the personnel preparation of low-incidence professionals (CFDA 84.325A) that is due 10/15/99 to design a collaborative, multi-state, cross disciplinary, technologically facilitated preparation program design. It is our hope that this design/grant work will result in elements or components that could be used in our larger "Implementation Plan". Additional information concerning the resulting design will be shared as they are completed.

This section of the grant will represent the summative work of the other goals. While I am constantly thinking of the "next step" in our effort, we need to get a bit futher along before this part of the grant becomes a priorit. As such, my "weekly submissions" may not be quite so "weekly" for a while.

The
"Project Leadership Team" (see Goal # 6), as guided by the Project Evaluator,
will conceptualize, write, disseminate and work to achieve consensus concerning
a comprehensive restructuring of U.S. Deaf Education Teacher Preparation
Programs. That restructuring will focus upon the development and use of
an Internet linked network of D/HH Education faculty, students, teachers
and parents of deaf children that collaboratively work to improve instruction,
increase instructional resources and enhance the academic performance of
all deaf students through the innovative use of Internet linked,
computer based technologies.
An
"implementation plan" for the comprehensive restructuring of teacher preparation
within the field of D/HH Education will be written. The partner consortium/resources,
course syllabi, multi-media case studies, faculty skills, grant opportunities
and recruitment strategies that were developed by this project will constitute
the foundation upon which the implementation plan will be based.
