- Program offered by the Rhode Island School for the Deaf for students demonstrating an oral language dominance in Portuguese or Spanish
- Combines features of bilingual education with features of total communication
-Total communication used mostly when student is mainstreaming
- Staffing includes bilingual teachers fluent in Spanish or Portuguese, who coordinate their work with audiologists, speech pathologists, and special teachers of the deaf
- Paraprofessionals who are fluent in the student’s home language serve as liaisons between school and parents
